The System of Award Management (SAM) provides information on whether entities have any active exclusions or delinquent federal debt. When organizations apply through Grants.gov, this information from SAM is pulled into Grants.gov for grantors.
Both the Active Exclusions and Debt Subject to Offset fields are “Yes” or “No” fields. If an applicant has a “Yes” for either field, grantors should consult with their agency’s internal policies and procedures for handling applicants with any active exclusions or delinquent federal debt.
If the Active Exclusions or Debt Subject to Offset fields states, "Not Available," then the applicant is applying as an individual (i.e., applying on their own and not on behalf of an organization). As a result, there is no organizational data available for these fields.
Grantors can refer to SAM.gov to perform additional searches on an entity’s delinquent federal debt or whether an entity, or any of its principals, are currently debarred, suspended, proposed for debarment, or declared ineligible for awards by any federal agency.
Note: The SAM Active Exclusions and Debt Subject to Offset information was integrated with Grants.gov in Release 15.3, so only submissions after Release 15.3 will feature this information. Refer to the Grants.gov Releases page in the Outreach tab for more information about system releases.
